The Kempwood subdivision had its beginning in 1964 when 144 homes were built on the north side of Kempwood just west of Campbell road. Many of the residents were first-time homeowners just beginning to raise a family. The neighborhood is now a congenial mix of all ages, cultures and origins.
The Kempwood Civic Association was founded to promote a safe and attractive community in which to live. One of the ways we seek to achieve this goal is through deed restrictions. Since Houston does not have zoning ordinances, as many cities do, the deed restrictions serve somewhat the same purpose. The enforcement of these rules is not intended to be dictatorial or restrictive of one's rights but serve to maintain the value of our property and provide a pleasant place in which to live. Please make yourself familiar with these rules; you may also obtain a copy from one of the board members.
Yard Parking Prohibited
The Civic Association has received notice that Kempwood subdivision has been accepted into the City of Houston's Prohibited Yard Parking Program. Accordingly, "Parking of vehicles on any unimproved surface in the front or side yard within single-family residential areas will be prohibited". Violators may be fined up to $150 per day.
The Prohibited Yard Parking Program is intended to protect neighborhood property values, prevent damage to the City of Houston’s underground infrastructure, and to stop the degradation of the aesthetic appearance of single-family residential areas.
Violations may be reported by calling 311 (the full phone number is 713-837-0311). The staff member you contact will be able to send your request to HPD for action.
Dues
The Civic Association annual dues are $35.00. These dues are allocated as follows:
- $20 for maintenance of the Kempwood esplanade;
- $10 for mosquito control;
- $5 for the general fund.
Board Meetings
Board meetings are held at 7:00 pm on first Tuesday of each month at Fire Station 77, Kempwood at Gessner. Residents are encouraged to attend.
